New Army, Air chiefs just in time



After delay in appointment of the CBI Director and the Supreme Court taking up the legality of the selection of the acting Director, the Government has also held up two other crucial appointments - that of the new Army and Air Force chiefs. Both these important announcements have traditionally been made two months prior to the retirement of the incumbents.
Army chief General Dalbir Singh Suhag and IAF chief Arup Raha are retiring on December 31. Lieutenant-General Praveen Bakshi and Air Marshal BS Dhanoa are the front-runners for the two posts respectively.
The Defence Ministry has already sent its recommendations to the Prime Minister's Office (PMO), but the Appointments Committee of Cabinet (ACC) headed by the Prime Minister has so far not taken a final call, officials said. They also hinted that the names are likely to be announced only after the Winter Session of Parliament ends on December 16.
As per norms followed by successive Governments, the names of the next chiefs are announced at least two months in advance. However, the NDA Government has already done away with this norm, as was in the case of the appointment of Navy chief Admiral Sunil Lanba. His name for the top job was announced just three weeks prior to the retirement of incumbent Admiral RK Dhowan on May 31 this year.
When asked about the delay, Defence Minister Manohar Parrikar questioned the need for announcing the names two months in advance and said his Ministry had forwarded the names of candidates to the PMO.



He is the senior-most General like IAF Vice-Chief Dhanoa.
With the Government not sticking to the two-month norm, speculation is rife that the much-talked-about post of Permanent Chairman Chiefs of Staff or Chief of Defence Staff (CDS) will be created. He will be the senior-most among the three chiefs-Army, IAF and Navy, and will act as single point military adviser to the political leadership. If that is the reason for the delay, Lanba is the senior-most chief after Suhag and Raha retire.
A committee, headed by then Home Minister LK Advani, on management of Defence had recommended the creation of CDS. The committee, formed in the aftermath of the Kargil War in 1999, gave its recommendations on a whole range of Defence related issues, including border management and synergy amongst the three Services. A tri-Service was then formed to look after strategically important Andaman and Nicobar Islands and Defence Intelligence Agency (DIA) wherein Intelligence wings of Army, IAF and Navy now work together.
Asked about the likelihood of creation of the CDS, officials said they were not aware of any such development and maintained that the names of new chiefs were now under the consideration of ACC chaired by the Prime Minister.
On the issue of doing away with the two-month norm, sources said the new political dispensation was of the view that there was no need to create an alternative power centre by announcing the name of incoming chief 90 days prior to the retirement of the incumbent. Moreover, some of the vacancies at the Army Commander level were also filled ten days after the incumbent had retired, they said.
While Bakshi, an Armoured Corps officer, heads the seniority list, Vice-Chief Lieutenant-General Bipin Rawat and Southern Army Command chief Lieutenant-General PM Hariz follow him. The Defence Ministry forwards the name of three contenders as per their seniority for the selection of the Chief. Rawat is an infantry officer while Hariz is a mechanized infantry officer.
